PayPal is being removed from here. It's unreliable and expensive. Luckily in 2020 we have much better options available. You purchase cryptocurrencies with bank transfers or credit cards.
Every financial institution is legally obligated to check your identity and PayPal is no exception here. Of course same applies to cryptocurrency exchanges.
