It has a HWID system. 3 resets per month are allowed. Windows 8.1 is supported of course. Windows 8.1 is just a service pack so it's not explictly written on support list as it's still Windows 8.

You don't need to worry about HWID. It's designed to be as much transparent as possible to the user. Your HWID is generated and assosciated with your license during the first run of the hack. If you need to reset, you can do this via mangement panel.

Process of purchasing a subscription is very straightforward and described in FAQ. It isn't different from purchasing at any other online shopping site. You just follow the on screen instructions.
