Cold Hacks

First of all my english not very well but I improved

I would like to ask some questions about of coldhacks ,

1 - Is it running ? Right ?

2 - I have a money to CashU but only 7.50 dollars , I'm just wondering , May I take coldhacks with this money ?
Because I waiting my new card.. because of this I cant take... It can be 1 Monts or under the this day.. I mean 25 or 20 days.... That's it
